This bulletin is an effort to communicate the safety information. The regular publication is an effective contributor for aviation safety. The bulletin provides essential safety information and promotes awareness among all personnel to support a proactive safety culture. On behalf of Basecamp Helicopter, we would like to thank all aviation stakeholders for their valuable feedback and suggestions to enhance safety in our company operations.

Message from Accountable Manager

Dear Team,

As we begin 2026, I would like to state that we have updated the Company name to Basecamp Helicopter Pvt. Ltd.. The changed name is a step for the strategic plan of the Company for economic, efficient, and safe Helicopter operations. The legacy of the continuity of the long-run sustainable company with the updated name is the main challenge for us.

On behalf of the top management, I would like to commit safety as our top priority and the foundation for the company operation. We learnt various lessons from the past, and strategic changes have been incorporated into the company affairs. We are focusing on enhanced training programs and have facilitated various organizational areas for the enhancement of safety and quality. The company management is committed to adapting emerging modern technologies and systems.

The publication of this safety bulletin is an effort to communicate our safety objectives, system, and achievements to the various stakeholders. I would like to urge all company personnel to take safety as a culture and develop safety as an inherent part of the profession. Bridging EASA & CAAN Regulations

Globally, the EASA regulatory framework represents one of the most comprehensive and rigorous aviation safety systems governing all aspects of civil aviation safety. EASA has developed an integrated regulatory system covering aircraft design, maintenance organizations, continuing airworthiness management, flight operations, and pilot licensing.

Nepal's aviation sector operates in one of the most challenging environments. The country's fleet ranges from small single-engine helicopters conducting mountain rescue to larger commercial aircraft. As CAAN works to implement EASA-aligned regulations (NCAR Part-145, Part-M, Part 66, and Part-147), they face the "Adoption vs. Adaptation Dilemma".

Direct adoption ensures consistency with international standards but may impose impractical requirements given Nepal's infrastructure limitations and geographic challenges. Success requires strategic prioritization and pragmatic adaptation in close consultation with EASA framework, CAAN, and operators in Nepal. The journey toward full EASA harmonization should be gradual, enhancing both airworthiness and safety.

Congratulations to Certifying Staff Mr. Krishna Vikash for achieving ground instructor authorization from the company ATO. (Company ATO is functioning for ITR Training for Pilots).
Lesson Learned: ERP Drill
Emergency standard communication is important for quick circulation of emergency messages during an ERP Training Drill.
Safety Recommendations
1. Marshaller should be vigilant and signal the PIC for takeoff only when the situation permits safe departure of the Helicopter in all aspects.
2. Follow SOP and use standard techniques for flight operations over the snow.

Understanding of Human Error

Human error should not be seen as the sole cause of accidents, but rather as an indication that something in the system did not fully support the person at that moment. Mistakes from people with good intentions can occur due to operational pressures such as time constraints, workload, fatigue, weather challenges, or unclear procedures.

Real safety improvement comes not from blaming individuals, but from understanding why a particular action seemed reasonable at the time and identifying areas where systems or processes can be strengthened. Management shall foster an environment where reporting concerns, mistakes, or near-misses is encouraged and valued.

The Benefits of Safety Reports & Airworthiness

A safety report provides significant benefit to identify hazards, operations risk, unsafe conditions, and operational weakness before they escalate into accidents or incidents. It improves overall workplace and operational safety by highlighting unsafe behaviors and recurring issues. These reports provide the detailed information that allows organizations to investigate incidents systematically.

Airworthiness is a critical aspect of aviation safety, ensuring that every aircraft and component is thoroughly tested and approved. Aircraft and parts must comply with continuing airworthiness requirements, which pertain to operations, crew, and maintenance activities.

During Flight: Passenger Safety Rules

  • Keep your seat belt fastened during flight.
  • Follow Pilots instruction on Helicopter during entire flight.
  • Do not throw any object from the helicopter during the flight.
  • Do not smoke in the helicopter during flight time.
  • Do not touch the Helicopter equipments randomly.
  • Unruly and illicit behaviour is completely prohibited. Action will be taken for illicit act.
  • No distraction to the pilot in command during the flight.
  • Except in case of emergency, use left side door only for embarkation and disembarkation from the Helicopter.
